Adding open category - Best HOVER Design

You probably noticed that this time there are more places to be awarded + additional technical categories too.

I decided to add one more - Best HOVER Design. can't really add more detail to the criteria by which this one will be chosen other then BEST currently, but i'll try to focus that more as we progress.
