I'm totally down with completely brand new models for the challenge. After all like the poll says 'It is a challenge afterall'
Of course I'm a lil biased on this one as I have very few pre-existing assets. x.x Or fancy couches purchased from turbo squid :P
Either way I'm really excited for challenge II!!

Firstly Ronen, from an old ppb member : fantastic blog. It really is becoming the one stop shop! Congratulations.
My question is a little off topic but for this competition would you allow team entries please? I'd like to use this competition to gain experience and there is no better way than to learn from your peers.
essentially it would be two vis newcomers collaborating and learning from each other at the same time.

Allowing for team entries calls for a fitting scope of work and also opening a second category with it's own judging and prizes - this wasn't planed for this challenge... not yet :-)
But it think that the Challenge WIP method will allow you to do exactly what you mention - just each of you will post his own entry and your collaboration can be done via your WIP threads for all to see, comment and learn from it too.
If more will be interested in team participation then this will certainly be considered for challenge III

My initial idea for this challenge had heavy vegetation in it :-) but since then i shifted towards the new concept i'll will post about soon.
I'm currently inclined to include the restriction on all things other then vegetation. one will be able to make his own, use past made models or 3rd party pre-made models... still need to focus more on that so that it will be clear and ok with most of you with the main aim of allowing to handle the important issues but also showcase more micro level topics such as modeling of accessories to an architectural scene rather the drag and drop them in... might be a good time to add new items to your own library that you always wanted anyway :-)

I model all my own stuff anyway and use Onyx for trees, so I don't mind 3rd party restrictions at all!
In fact, the last competition was not just about the prize but about learning about the whole process (all the WIP requirements, chatting with each other about the progress) which, I think, helped tremendously improve everyone's submissions. It could be very helpful to do the same for modeling this time around, so that you really know how to model that couch/table/shelf/frog in whatever way is necessary, in order for the modeled piece to work for your concept and not the other way around (you model and tailor your objects to your idea and don't rely on finding an OK fit for 3rd party models).
My 2 cents....

EDIT: And I think creating vegetation in Onyx or GrowFX is very close to modeling your own trees. It's next to impossible to achieve the variety of foliage you'd need by modeling everything by hand, and there is still a lot of work that goes into creating convincing trees/plants with these programs. Afterall, you're just using another piece of software to create you model but you are still creating it, not downloading it and plopping it in. Especially in Blender, I end up having to create all materials from scratch to make the models work, so I think it should be valid.

I voted for no restrictions, since presumably whatever elements these will be would be secondary to the focus of the challenge. But then again, I don't know what the challenge will be so maybe it will highlight those sorts of things. The main reason you purchase or find 3d models is so you can focus your time and energy on the building or structure, or whatever.
My other reasoning would be for the purpose I entered the last contest and would enter this one. I basically do it to improve my skills and add to my portfolio. Creating a 3d car that's not as good as the pro auto modelers have already made doesn't really improve my arch-viz skills nor add anything to my arch-viz portfolio.
That said, I can see why it would certainly add something to the contest and will look forward to more info on it either way.

Please not too much veg... Im only running 3 gig ram and only have quad core! 
I think creative freedom is a good idea... but I think a boundry is needed, concept and base model then the rest can be up to the artist

My two cents... Like Tom, I tend to be in favour of modelling everything yourself. The beauty of these challenges is that they run for long enough to allow you to make a really polished piece of work. And there's great satisfaction to be had in challenging yourself to model a complex piece of furniture. They often end up being nicer than the stock stuff anyway... But as I said, just my two cents.

Onyx and all other similar plugins will be allowed (like GrowFX, Forest Pro, etc)... Still thinking about this because an over all restriction is rather limiting (thinking about adding cars and 3d people for example)
